PUBLIC NOTICE INVITATION TO BID Bid Number 2008-043 Sealed bids will be received at the City of Glenwood Springs, in the office of the City Clerk, Room 325 in City Hall, 101 West 8th Street, Glenwood Springs, Colorado 81601, until 2:00 p.m. (MST), January 16, 2009, at which time bids will be publicly read for the furnishing of Way-Finding Signage - Phase 1 installation. This solicitation for bids may be canceled by the City of Glenwood Springs, and any bid or proposal may be rejected in whole or in part for good cause when in the best interests of the City of Glenwood Springs. The City of Glenwood Springs reserves the right to reject any or all proposals or accept what is, in its judgment, the best bid. If a contract is awarded, it will be awarded to the lowest responsible and responsive bidder, in accordance with Article 010.050 of the Municipal Code, whose bid is deemed by the City of Glenwood Springs to be in the best interests of the project. A prebid conference will be held on January 7, 2009, at 9:00 am, to discuss the bid requirements. Qualification for Award In order to receive an award for the Way-Finding signage ñ Phase 1 installation, the Contractor must have successfully met the requirements of pre-qualification as described herein. A Contractor must possess adequate tenacity, perseverance, experience, integrity, reliability, capacity, facilities, equipment, and credit. The determination of whether a contractor possesses these criteria is at the sole discretion of the City Manager. Additional criteria for pre-qualification are as follows and must be delivered to the Cityís Purchasing Office, 101 West 8th Ave., Glenwood, Springs, 81601, no later than 5:00 p.m. (MST), January 15, 2009. Satisfactory completion of a similar contract for Way-Finding signage for the City of Glenwood Springs during the past five years shall be accepted as meeting the requirements of Criteria 1 through 3 inclusive. 1. Demonstrated record of successful and timely completion of work awarded during the last five years. 2. Experience shall include similar Way-Finding signage projects. 3. Demonstrated ability to bond projects of this extent and nature. Local Business Preference: The City of Glenwood Springs grants a five percent (5%) preference to qualified local businesses in considering award of contracts over $25,000.00. Local businesses are defined in Ordinance 94-2 (Article 010.050.080 of the Municipal Code) and are generally those businesses located and primarily doing business in Garfield, Eagle, or Pitkin Counties and employing residents of those counties. PUBLIC NOTICE PROPERTY TAX EXEMPTION FOR SENIOR CITIZENS AND DISABLED VETERANS A property tax exemption is available to senior citizens, surviving spouses of senior citizens, and disabled veterans. For those who qualify, 50 percent of the first $200,000 in actual value of their primary residence is exempted. The state pays the exempted portion of the property tax. Once approved, the exemption remains in effect for future years, and the applicant should not reapply. Application requirements are as follows. Holy Cross will collect 1.625% of any calendar year operating revenues for such funding. Any funds not spent in a calendar year will be held in a reserve fund for future years for the above purposes.
